The Evolution of Libyan State Strategies (2004-2010) for Reintroducing English Language Education and Their Role in Enhancing Public-Private Partnerships: A Historical PerspectiveAbstract The need for teaching and learning English, the global language or "World English," has had a profound impact on educational institutions and curricula in many countries of the Middle East and North Africa (Nunan, 2003). This paper examines the role of the Libyan state in this regard and its recent efforts to establish a new relationship with Libya’s small but growing private sector. Supporting the private sector as part of a modern vision strategy is of crucial importance for the Libyan government if it seeks to be recognized as a legitimate and active participant in the Middle East and North Africa, rather than merely an opponent or critic as it had been in the past. Learning English is a key factor in improving human capital and strengthening public-private partnerships. Accordingly, this study aims to analyze the Libyan state’s strategies for reintroducing English language education and their evolution within the context of economic and political transformations. The paper will also discuss the reasons that prompted Libya to reconsider its English language education policies and will review the impact of these new strategies on national development and the role of the private sector. These plans and strategies include providing educational and development programs aimed at preparing the teacher and qualifying him optimally, which is considered the focus of the educational process in colleges of education. By developing appropriate plans, mechanisms, and a studied strategy for the educational and pedagogical process, The goals and objectives of these educational institutions are achieved, and the ultimate goal of the outcomes of colleges of education is achieved in providing competent and effective teachers at all educational levels, and positively affects the quality of performance, especially in the basic education stage. Hence the aim of the study came, which is to answer the main question: What is the relationship between Strategies of colleges of education and teacher preparation in the basic education stage? It is divided into sub-questions about strategies in educational aspects, pedagogical aspects, and aspects of practical field applications. This study comes in three parts: the first: deals with the general framework and methodology, the second deals with the conceptual theoretical framework for the role of colleges of education in preparing teachers in the basic education stage from a strategic perspective, and the third deals with The practical field and statistical aspect of the data and a conclusion with the results and recommendations.

The Impact of Date Production and Industry on Rural Development – An Applied Study of the Oasis Region of LibyaAbstract This study aims to analyze the impact of date production and industry on rural development in the Oasis region of Libya. An electronic questionnaire was distributed, and 35 valid responses were collected from date producers and factory owners. The research employed a descriptive-analytical method, with data analyzed using the SPSS software. The findings reveal that date exports have the strongest influence on rural development, while other factors such as infrastructure, low demand, and production-related challenges showed limited significance. The study concludes that strengthening date exports and providing governmental support are key drivers for achieving sustainable rural development

Issue Correspondence: Obituary of Prof. Dr. Najeeb Mahfouz Al-HassadiThese days, we bid farewell to the distinguished scholar Dr. Najeeb Mahjoub Al-Hassadi (may Allah have mercy on him). In appreciation of the unforgettable contributions he made to scientific research, authorship, and translation, the Libyan Authority for Scientific Research held a memorial ceremony for the late professor on 28/7/2025 at the hall of the Libyan Center for Research in Biotechnology. The deceased was one of the most prominent pioneers of authorship and translation. His works stand as testimony to this; he authored more than sixteen books and translated forty books into Arabic. He also contributed to the training and supervision of generations of researchers and students. “He grants wisdom to whom He wills among His servants.” This divine gift was manifested in the distinguished approach, thought, style, and intellectual capability of our esteemed professor. He applied this wisdom in all his books, which he used to teach in lecture halls. His intellectual style was characterized by three sensitivities: linguistic sensitivity logical sensitivity conceptual sensitivity in addition to aesthetic sensitivity. These qualities are evident to any reader of his book “Not by Reason Alone”, which stands out from his other works by taking an emotional and intuitive approach. His book “The Fallacies of Confusion” exemplifies his conceptual sensitivity, as he warned against confusing similar concepts and explained that the only way to avoid such confusion is by analyzing and precisely defining concepts. As for his logical sensitivity, it appears clearly in his works on logic, such as: Introduction to the Science of Logic The Criterion of the Criterion An Introduction to Rational Arguments The Sense of Critical Thinking In these works, he clarified the mechanisms of logical arguments, how to verify their validity, and how to evaluate them. In his book “Skepticism in the Citadel of Science”, he embodied a skeptical approach toward the humanities, affirming that sciences are not absolutely objective and that there are no final, conclusive truths in science—each truth refutes the one that came before it. He also stressed that those with strong linguistic sensitivity are best able to distinguish between sentences in terms of equivalence, a skill found only in those who master grammar and morphology, and who possess a keen linguistic sense when addressing issues. As for aesthetic sensitivity, it appears in his transition from rational inquiry to an emotional, intuitive realm that does not conform to the rigid rules of logic. Instead, it embraces the spiritual aesthetic dimension we experience in art and music. Through his refined sensitivity, he showed that certain human activities can only be grasped through intuitive knowledge—a blend of perception and contemplative insight capable of capturing beauty in meanings and details. For him, art was not merely an outward appearance but a living expression of harmony and existence.

Book Review: A Treatise on the Interpretation of Verses Related to ParablesThis book, published by Dar Al-Nabigha for Publishing and Distribution – Tanta, Egypt, 2025, is a study and verification by Dr. Ali Miftah Al-Shenibi. It examines the classification of parables in the Qur’an into three types: explicit parables, implicit parables, and transmitted parables, focusing primarily on explicit parables in the interpretation of related verses. The book introduces the author, Sheikh Abdul Majid bin Nasouh bin Israel Al-Amasi Al-Hanafi (996 AH), his scholarly life, and his main works. It presents the methodology of the study, which combines textual verification, historical-narrative, and descriptive-analytical approaches, along with both apparent (literal) and inner (allusive) interpretations of the verses. The study concludes that Sheikh Abdul Majid was attentive to thematic exegesis, moderate in Sufism, widely read, and distinguished between interpretation of apparent meanings and inner meanings. The book recommends further research on his life and works, publication of his manuscripts suitable for academic theses (Master’s and PhD), and investigation into the fate of his private library.
